Roig Lawyers to Speak on PIP Law at Florida Insurance Fraud Education Committee “FIFEC” Conference

Roig, Tutan, Rosenberg, Martin & Stoller, P.A., a minority-owned law firm that will be known as Roig, Tutan, Rosenberg, Martin, Stoller, Zumpano & Bellido effective June 16, 2014, is pleased to announce that its healthcare policy advisor Dennis LaRosa, and Senior Associates Peter Nayrouz and Miguel Roura, will be speaking at the Florida Insurance Fraud Education Committee’s (FIFEC) 22nd annual conference. The educational seminar, which is sponsored by the firm, will take place in Orlando on June 11-13.

According to FIFEC, the trend of using state regulation compliance in state, federal, criminal and civil insurance fraud cases is expanding. In their presentation, LaRosa, Nayrouz and Roura will not only highlight legal trends, but they will also discuss steps that can be taken at the insurance adjuster intake stage to determine whether a provider’s claim should be reduced, denied or sent to the Special Investigations Unit (SIU) for further inquiry.

Their session, entitled, “Emerging Use of State Regulatory Compliance in PIP Defense and Insurance Adjuster Law,” will also outline the latest changes in statutory law and cases dealing with those changes, and supply techniques on how to identify questionable providers for regulatory compliance.

All three speakers share in-depth legal experience with a healthcare background:

Dennis LaRosa: Mr. LaRosa, who is a health care policy advisor at the firm, consults on various healthcare regulatory and compliance matters, providing expert testimony and lobbying in his non-legal role. Prior to joining the firm, Mr. LaRosa worked in various capacities with the Florida Agency for Health Care Administration, including three years in the Office of the General Counsel and two years in managed care. He also served as the OMC Manager of the Health Care Clinic Unit, Health Quality Assurance, from 2003 through September 2013, managing seven operations and management consultants, who oversaw the unit’s health care clinic licensing function. Mr. LaRosa wrote all the rules for his unit and analyzed both rules and legislative proposals in this capacity.

Mr. LaRosa’s background includes 25 years of law practice for and against Florida departments in the areas of state licensing and regulation. He has extensive experience as a litigator in state administrative cases and appellate practice, including three oral arguments before the Florida Supreme Court on tax matters. He has also been approved as an expert witness in state and federal civil and criminal cases dealing with unlicensed activity and “de facto” clinics. Peter S. Nayrouz: Mr. Nayrouzis a senior associate who handles a high volume practice, with an emphasis on bodily injury (BI), Personal Injury Protection (PIP) and insurance fraud (SIU) litigation. Before joining the firm in 2014, the litigation attorney gained valuable experience representing numerous carriers throughout all stages of litigation, including SIU pre-suit investigations and coverage opinions. He has also successfully litigated certain aspects of PIP cases associated with various class action lawsuits throughout the state. The Florida Department of Financial Services has also approved Mr. Nayrouz to teach continuing education courses for insurance agents and agencies. He presented at the FIFEC Conference in 2012 and in 2013 on “Building Partnerships between SIU & Defense Counsel in PIP Claim Investigations” and at the International Association of Special Investigation Units (IASIU) on “Bridging the Gap Between the SIU Team and the Legal Defense Team: Partnerships in the Investigation of PIP Claims.” A native of Ormond Beach, Mr. Nayrouz received his J.D. from Stetson University College of Law, Gulfport, in 2010, and is a member of The Florida Bar as well as the St. Petersburg Bar Association.

Miguel R. Roura: Mr. Roura is an associate at the firm, concentrating his practice in Personal Injury Protection (PIP) and insurance fraud litigation involving Special Investigation Units (SIU) within insurance carriers. Prior to joining the firm, Mr. Roura was an associate attorney in the St. Petersburg office of Banker Lopez Gassler P.A. He also served as Assistant State Attorney for the Sixth Judicial Circuit, and as a judicial intern with the Honorable James D. Whittemore, U.S. District Court, Middle District of Florida, Tampa Division. While in law school, Mr. Roura was the ‘Recent Developments’ Editor for the Stetson Law Review. He received his J.D. from Stetson University College of Law, DeLand, in 2008, and is a member of the Florida Bar and the St. Petersburg Bar Association.
